Kilstofte Sonata

I have a question about the opening section of the first movement of the Kilstofte Sonata. I'm just a little confused by the way the rhythm is written out in 4/4 with the first measure having an extra eighth and measures 8 and 17 both being short an eighth. I was also wondering about the significance of the "quarter" note rhythm being written as a sixteenth tied to a dotted eighth. Thanks for your help!
